As that sentence says learning to drive is not just about passing your test; many of us will be driving for the next 50 years learning new things every time we get behind the wheel.
The DSA which governs all driving instructors recommends at least 40 -45 hrs of professional tuition but of course we are all different so some will need less and no doubt some will need more. It is therefore very important that you get on with your instructor remembering you are paying them for there service so never be afraid to move on if you don't get on or if you feel you are not making progress. Recommendations are always the best (but never fool proof) so asking family and friends if they know of an instructor is always the first port of call.
If this gets you nowhere then a local search is what you need to do using the Internet, local papers etc. Price always seems to be on most peoples mind choosing the cheapest they can get, unfortunately this does not always work, as you may find yourself doing 10 extra hours before test.
Most driving schools will give you discounts on block bookings if you pay for 10hrs up front. This draws us to the next problem. Driving instructors who charge for there time come into two main categories, those that are fully qualified and show a green badge in the front of there car and then those that are not fully qualified (trainee) and have to show a pink badge.
To become fully qualified you need to pass 3 tests, theory, your ability to drive, and then your ability to teach, those with a pink badge have yet to pass the last, there ability to teach. Non of this should matter though if you get on with them and make progress.
